These brass snuff pipes used by the Tiv were prestige items that the Tiv wore on the little finger when not using them. When using the snuff pipe, the base was held in one hand, while the snuff was held in the other, and they used the cylindrical pipe portion to snort the snuff from the hand to the nostril.
